Sanctions Target Alexander Lukashenko

According to Главком: Ukrainian President Volodymyr Zelenskyy has enacted a sweeping sanctions package against Alexander Lukashenko, the self-proclaimed president of Belarus. The decision, approved by Ukraine's National Security and Defense Council on February 18, 2026, comprises 17 restrictive measures, most of which are set to last for ten years. The details were published in Presidential Decree No. 125/2026. This move marks a significant escalation in Ukraine's diplomatic stance towards Minsk, which has been a key staging ground for Russian military operations.

Scope of the Sanctions

The imposed sanctions are comprehensive and varied in nature. They include:

  • Permanent revocation of Ukrainian state awards;
  • A 10-year asset freeze;
  • A full termination of trade operations over the same period;
  • Restrictions on the transit of resources, flights, and transportation through Ukrainian territory for 10 years;
  • Prevention of capital withdrawal from Ukraine;
  • Cessation of economic and financial obligations;
  • Suspension or termination of licenses and permits;
  • Prohibition on participation in state property privatization and leasing;
  • Ban on public and defense procurement;
  • A full or partial ban on foreign civilian vessels and warships entering Ukrainian territorial waters;
  • Prohibition on securities transactions;
  • Ban on increasing the charter capital of business entities;
  • Termination of trade agreements and joint projects;
  • Prohibition on the transfer of technologies and intellectual property rights;
  • Suspension of cultural exchanges and scientific cooperation.

Commenting on the sanctions, President Zelenskyy stated:

“Today, Ukraine has applied a sanctions package against Alexander Lukashenko, and we are significantly intensifying our counteraction to all forms of his complicity in the killing of Ukrainians. We will work with our partners to ensure this has a global effect.”

This action continues Ukraine's policy of countering aggression and actions it deems a threat to national security. The sanctions signal a hardening of Ukraine's position in regional politics and its fight against aggression from Belarus and Russia. They underscore Ukraine's commitment to protecting its citizens and territorial integrity, as well as its readiness to collaborate with international partners to exert global pressure on the Lukashenko regime.
