Ukraine's New Defense Blueprint
According to Главком: President Volodymyr Zelenskyy has enacted a decree that fundamentally reshapes Ukraine's national defense planning framework. Signed on March 3, 2020, as Decree No. 96/2026, this order establishes the foundation for a comprehensive new defense strategy, superseding the 2020 version to address contemporary security threats. This update is a critical response to the evolving nature of the conflict with Russia, which escalated into a full-scale invasion in February 2022.
The presidential decree formally nullifies the previous defense plan, which was formulated before the onset of the full-scale invasion and is now considered obsolete. The Cabinet of Ministers of Ukraine has been tasked with developing the new strategy, with a directive to involve key national institutions in the process, including:
- The Security Service of Ukraine,
- The Foreign Intelligence Service of Ukraine,
- The National Bank of Ukraine.
Once drafted, the new defense plan will be submitted for review to the National Security and Defense Council of Ukraine. The revision is particularly urgent given the increased military threats, exemplified by Russia's sustained and massive attacks on Ukraine's critical energy infrastructure. The restructured plan aims to bolster the nation's defensive resilience against such multifaceted assaults.
