According to Главком: Ten Northern European countries have agreed to formulate a joint strategy for the cross-border evacuation of civilians in the event of a major crisis or armed conflict. This initiative aims to coordinate national actions should the mass movement of people across borders become necessary.

The planning will involve creating mechanisms for organizing transport, managing border controls, and establishing special evacuation corridors. It will also set up a system for receiving and registering evacuees, along with protective measures for vulnerable groups.

Baltic interior ministers have signed a memorandum to promote regional cooperation in cross-border evacuation planning. As the Swedish Ministry of Defence notes,

“the experience from Ukraine has shown that temporarily relocating the population allows for the continuation of national defence while simultaneously protecting civilians.”

The agreement's goal is to improve the protection of civilians during a severe crisis or, in the worst case, war, according to the Swedish defence authority.

This initiative is a response to rising geopolitical tensions in the region and potential threats arising from military conflicts. The collaborative effort by these Northern European states seeks to enhance preparedness for extreme situations, underscoring the importance of international cooperation in safeguarding civilian populations.
