1.32 UAH per kWh: who will be able to pay for electricity at this rate in November 2025

The Cabinet of Ministers of Ukraine extended the validity of the Regulation on special obligations (PSO) in the electricity market until April 30, 2026. This means that tariffs for household consumers will remain stable throughout the heating season. This was announced by the Prime Minister of Ukraine, Yulia Svyrydenko, reports Novyny.Live.

How much Ukrainians will pay for electricity in winter

According to Svyrydenko, the current tariff of 4.32 UAH per 1 kWh remains unchanged for most households. 

If a household consumes up to 2000 kWh per month, the tariff will be 2.64 UAH/kWh. If this limit is exceeded, the regular rate will apply - 4.32 UAH/kWh.

“The continuation of the PSO is part of the state support program during the winter. We strive to ensure that Ukrainians go through the heating season without additional costs and stress,” noted the Prime Minister.

Who will pay only 1.32 UAH per kWh for electricity

The preferential tariff of 1.32 UAH per 1 kWh will apply to consumers who have two-zone or three-zone meters and use electric heating.

Tariffs for different types of meters are as follows:

• Two-zone accounting:

  • day zone (from 07:00 to 23:00) — 2.64 UAH/kWh;

  • night zone (from 23:00 to 07:00) — 1.32 UAH/kWh.

• Three-zone accounting:

  • basic tariff — 4.32 UAH/kWh;

  • during peak load hours — 6.48 UAH/kWh;

  • during periods of minimal consumption — 1.73 UAH/kWh.

Compensations for residents of hazardous zones

In addition to tariff benefits, the government has provided compensations for electricity payments for residents of regions with increased danger — in particular, frontline communities.

Financial assistance will be provided to beneficiaries or recipients of subsidies who actually reside in such areas.

The amount of compensation will depend on the composition of the family:

• one person — 100 kWh per month (432 UAH);

• a family of three — up to 300 kWh (1296 UAH).

Payments will cover part of household expenses for electricity, especially during the cold season.
