Germany is implementing a large-scale winter update package that will affect the life of Ukrainians living in the country: from railways and health insurance to taxes, pensions, and consumer rights. Most of the regulations will come into effect in December 2025. This is reported by VisitUkraine.

Starting December 14, a new winter schedule for Deutsche Bahn will take effect. The number of high-speed trains on key routes will increase, and travel times will decrease. For example, between Stuttgart and Berlin – up to 4 hours and 45 minutes, between Hamburg and Frankfurt – up to three and a half hours.International connections will also be strengthened: flights to Poland, the Czech Republic, Denmark, Switzerland, and Belgium will run more frequently. The Kiel–Stuttgart and Stralsund–Frankfurt routes will operate every two hours.
December marks the start of the festive season. Advent begins on November 30, cities launch fairs, and December 25–26 are official holidays. Winter holidays in schools for most federal states will be from December 22.
An important new feature is the rules for remotely operated transport. From December 1, driverless taxis and car-sharing can only operate in designated zones, with a maximum speed of 80 km/h. Operators of such vehicles must undergo training and operate from within Germany.
What changes relate to finance, medicine, and consumer rights
In December, statutory health insurance funds (Krankenkassen) will announce new additional contributions. If the rate increases, insured individuals can change their fund within two months after the official announcement.
From December 19, an obligatory 'Cancel Order' button will appear in online stores, simplifying the cancellation of subscriptions and automatic renewals. Energy companies will have to transparently display the tariff structure for gas and electricity.
Ukrainians should consider that December 31, 2025, is the last day to submit a declaration for the year 2021. This is a chance to reclaim up to 1000 euros or more, especially for those who worked in Germany for less than a year.
From December 1, the procedure for calculating pension supplements will change: some amounts will be included in the health insurance contribution base. Moreover, pensions will no longer be paid in cash – all recipients must provide bank details; otherwise, payments will be suspended.
Germany updates the regulations concerning transport, medicine, and social benefits annually. In 2025-2026, the focus is on the digitalization of services, enhancing safety, and modernizing infrastructure, which directly impacts Ukrainians with temporary protection and long-term residency plans.
