Diabetics are changing the rules for obtaining test strips: what to do starting from 2025

З початку 2025 року людей з діабетом чекають нові умови для отримання тест-смужок: як адаптуватися до змін?

Patients with type 1 diabetes can obtain test strips for glucometers for free or with a small co-payment via an e-Prescription as part of the state reimbursement program. The program started in October 2023, and over 26,000 Ukrainians have received more than 17 million test strips amounting to approximately 70 million hryvnias.



Starting in 2025, to obtain test strips under the reimbursement program, patients will need to have a documented treatment plan and prescription from an endocrinologist in the electronic health care system (EHCS).



Patients who are receiving test strips for the first time need to consult their endocrinologist. The doctor will enter the diagnosis into the EHCS, create a treatment plan, and the first prescription for test strips. In the future, first-line doctors—family doctors, therapists, or pediatricians—will also have the ability to create prescriptions.


Additionally, in November 2025, there will be a technical update in the EHCS: the term 'e-Prescription for a medical device' will be replaced with 'e-Request'. These changes will not affect patients’ access to test strips for individual glucometers.



The process of obtaining test strips under the reimbursement program involves several steps: consult an endocrinologist, receive an e-Request number from the EHCS, choose test strips at the pharmacy, and fulfill the e-Request. It is possible to receive test strips for free or with a small payment under the program.
