E-Labor Book: Why Every Ukrainian Should Digitize Their Work Experience by 2026 and How to Do It

By June 10, 2026, every employee in Ukraine must switch to an electronic labor book, after which paper documents will lose their legal force. All HR operations and pension appointments will be carried out exclusively through the electronic register of the Pension Fund (PFU). More details on digitizing this accounting document are reported by TCN.

The electronic labor book is a digital equivalent of the paper document. Its purpose is to minimize bureaucracy and eliminate the risks of loss or damage to data.

Algorithm for Digitizing the Labor Book: Instructions for Employees

Data can be submitted by either the employee or their employer. The procedure takes place via the portal of the Pension Fund of Ukraine (section «Communications with PFU» → «Information about Employment Relations»).

To digitize, you need to:

  1. Scan all pages of the paper labor book. Scans must be in color (.jpg or .pdf) and up to 1 MB each.
  2. Upload them to the personal account on the PFU portal.
  3. Confirm submission using EDS, BankID, or «DiiA.Signature».

Which Documents Also Need to Be Digitized and Submitted to PFU

Important: documents confirming work experience, especially acquired before 2004 (before the pension insurance system was launched) must be added to the electronic book. This is critical for accurate pension calculation. The following documents need to be added:

  • Diplomas;
  • Military ID;
  • Child's birth certificate (for women);
  • Certificates or orders (for clarifications).

Control and Correction of Errors

You can check the submitted information in your PFU personal account. Data about experience from January 1, 2004, is displayed automatically. Experience before this date requires manual addition of scanned copies.

The paper labor book can be kept until June 2026. After the deadline, it will only have archival value.

If there are inaccuracies in the electronic version, the data can be corrected. To do this, rescan the documents certified by an electronic signature. To correct one inaccuracy, a shortened document package is applied: it is sufficient to send only a scan of the page where the correction was made along with the title page.
