Ukraine’s EU Membership Talks Move Forward

The European Commission hopes that bilateral disputes will not block the opening of negotiation clusters for Ukraine’s EU membership. During her visit to Kyiv, EU Enlargement Commissioner Marta Kos stated that the issue of opening the clusters has been resolved at the working level. She urged member states not to drag bilateral matters into the accession process.

Kos acknowledged that Brussels takes member states’ concerns about candidate countries seriously. The EU’s decision-making structure does not allow bypassing a single country’s veto. In the past, Hungary had blocked Ukraine’s European integration, but Budapest’s veto was overcome after a change in Hungary’s prime minister.

Ukraine-Poland Dispute Escalates

Meanwhile, a dispute between Ukraine and Poland continues over the renaming of a Ukrainian military unit in honor of the Ukrainian Insurgent Army (UPA) heroes. Polish President Karol Nawrocki proposed revoking the Order of the White Eagle awarded to Volodymyr Zelenskyy. At the same time, Ukrainian President Volodymyr Zelenskyy issued Decree No. 440/2026, granting the honorary name of UPA Heroes to the Northern Special Operations Center.

She added: “We do not want bilateral issues to interfere with the accession process, and we hope countries can resolve them bilaterally. Bilateral matters should never be dragged into this process. But unfortunately, we have seen—both in the past and now—that this can happen.”

Despite existing challenges, the European Commission remains hopeful for progress in Ukraine’s European integration.

This situation underscores the importance of diplomatic relations between Ukraine and its neighbors, as any bilateral disputes could negatively impact the EU integration process. At the same time, the European Union remains open to cooperation, which could further develop relations with Ukraine in the context of European integration.

In light of the ongoing negotiations, it's crucial to consider the broader implications of Ukraine's EU aspirations. The calls for reforming membership criteria have gained momentum, emphasizing the need for a streamlined accession process that addresses both current challenges and future prospects for candidate countries like Ukraine.
