In 2025, the 'eOselya' program expanded its functionality. A compensation mechanism was launched, aimed at internally displaced persons (IDPs) and residents of frontline territories. For updated conditions of the program and how to check your eligibility for payments, writes Novyny.Live.

Who is eligible for assistance under 'eOselya'

According to lawyer Bohdana Honchar, the legislation clearly defines the categories of persons who can claim state assistance.

Eligible for compensation are:

  • Internally displaced persons (IDPs).

  • Citizens registered in frontline territories.

The main condition is that these individuals must not own housing on the controlled territory or have not alienated it within the last 36 months. This provision prevents abuses and creates a transparent legal framework for state control.

It is important for the applicant to be able to document their IDP status and lack of ownership of other housing, as these documents often pose difficulties during the application process.

Payment mechanisms and administrative steps

Lawyer Honchar explained:

'The state does not transfer funds directly, but through banks that interact with the Pension Fund (PFU). This protects state resources, but at the same time creates additional administrative steps for applicants.'

Therefore, those wishing to take advantage of the program must not only meet the criteria but also prepare a complete set of documents and pass several stages of verification.

The necessary package of documents includes:

  • IDP certificate or proof of registration in a frontline area.

  • Documents proving the absence of ownership of other housing.

  • Application submitted to a bank that collaborates with the program.

After the bank verifies all data, it is sent to the Pension Fund, which makes the final decision on granting compensation.

Amount of compensation under 'eOselya'

The mechanism includes several levels of targeted financial support tied to lending conditions. These funds are subsidies intended to help cover initial and monthly payments:

  • Up to 70% of the down payment, but no more than 30% of the housing cost.

  • Up to 70% of the monthly payment for the first year of lending, but no more than 150,000 UAH.

  • Up to 40,000 UAH for incidental expenses.

This assistance establishes transparent frameworks of mutual rights and obligations between the state and citizens in the process of housing recovery.
