EU considers funding plan for Ukraine of $163 billion: what is known

At a meeting of the finance ministers of the European Union, the possibility of providing financial support to Ukraine for the next two years is being discussed. One option is to use frozen Russian assets held in the Belgian securities depository Euroclear. A senior EU official believes that a possible model of support will be 'reparations loan'.

Ukraine needs between 130 and 140 billion euros for the next two years. Alongside the use of Russian assets, borrowing money from the market is being considered, which could lead to an increase in debt. Belgium demands guarantees from other EU countries in case of a possible lawsuit from Russia against Euroclear. The agreement to support Ukraine is to be approved by EU leaders in December.
