An analysis of Ukraine's passenger transportation market reveals a critical collapse triggered by the ongoing war. Of the approximately 157,000 businesses historically registered in this sector, a staggering 123,800—or 78.8%—have now ceased operations. Consequently, only 32,600 businesses remain active. This sector's struggles are a direct consequence of the conflict, which has severely disrupted the economy and daily life.

The data highlights a stark contrast between corporate entities and individual entrepreneurs (FOPs). While 15.2% of the legal entities historically operating in the field have closed, a devastating 81.6% of FOPs have shut down. This indicates that the passenger transport market is comprised of over 80% individual entrepreneurs, with corporate companies making up just 16% of operators, leaving the sector's backbone highly vulnerable.

Market Conditions and Ongoing Transformation

Demand for bus and car transportation has recovered to 90-95% of pre-war levels. However, rail travel in 2024 remains 30% below its peak in 2020-2021. The estimated annual market volume for passenger transport is at least UAH 63 billion, yet the officially declared revenue of carriers is only UAH 29 billion per year, representing roughly 46% of the calculated total, suggesting a significant informal economy.

Amidst these challenges, there are signs of adaptation. For instance, the fleet of Kyiv's municipal transport company, KP Kyivpastrans, was recently supplemented with 20 new Anadolu Isuzu buses, signaling efforts to improve infrastructure despite immense difficulties. Thus, Ukraine's transportation market is undergoing a profound transformation that demands careful analysis and support from both the state and society.

The war has inflicted severe damage on Ukraine's passenger transport sector, driven not only by military actions but also by the profound economic hardships facing entrepreneurs. The loss of most businesses, especially individual operators, threatens the availability of transport services for the population, which could negatively impact citizen mobility and overall economic activity.

Support and infrastructure investments, such as fleet renewal, can be crucial steps for market recovery. However, it is essential to establish stable operating conditions for businesses to restore confidence in this sphere and prevent further closures of carriers.
