Ukraine's Arms Export Policy

A new initiative to open arms exports from Ukraine has been finalized at the state level. President Volodymyr Zelenskyy has approved the directions for intergovernmental cooperation and the development of automatic permits for businesses seeking to export weapons. According to the president,

“special agreements on the production and supply of our drones, missiles, shells, and other sought-after types of weapons, military equipment, software, integration with partners' defense systems, as well as providing our expertise and the necessary technological exchange for Ukraine”
are key to advancing the defense sector.

Impact on Defense Capabilities and the Economy

Ukraine currently has a production surplus of up to 50% for certain types of weapons. Volodymyr Zelenskyy also stated that

“we are simplifying bureaucratic procedures, maintaining an adequate level of export control, and launching practical content for companies to operate.”
He emphasized that Ukrainian companies will gain a real opportunity to enter partner-country markets, provided that the country's military has the first right to take the necessary volume of weapons.

To ensure export security, Ukraine's Ministry of Foreign Affairs, together with intelligence agencies and the SBU, must compile a list of countries to which arms exports are prohibited due to their cooperation with the aggressor state. The National Security and Defense Council (NSDC) of Ukraine will coordinate export processes, while the Ministry of Defense and the General Staff will determine the needs of the Defense Forces. President Zelenskyy stressed that “this is a serious challenge—to prevent our technologies and weapons samples from falling into the hands of the Russians.”

Earlier, Head of the President's Office Kyrylo Budanov noted that Ukraine risks losing its place on the global arms market if it does not develop military product exports. This initiative represents a major step in strengthening Ukraine's defense capabilities and expanding opportunities for local manufacturers on the international stage.

Opening arms exports could significantly improve Ukraine's economic situation by bolstering its defense capacity and attracting investment into the defense sector. It also sends a strong signal to international partners about Ukraine's reliability as a supplier of military products and services. Amid ongoing Russian aggression, developing export potential is critical for national security and sustaining the defense industry.

As Ukraine strengthens its arms export policy, it is also moving towards long-term state contracts for weapon sales. This shift aims to create more stable and predictable conditions for defense procurement, ensuring that Ukrainian manufacturers can effectively meet both domestic and international demands. Such strategic initiatives highlight the government's commitment to enhancing national defense capabilities while fostering economic growth through the arms industry.
