Risks for Ukrainian enterprises in 2025-2026
At the end of 2025 - at the beginning of 2026, Ukrainian enterprises risk losing their status as critical, which will lead to the cancellation of their employees' reservations from mobilization. Expert Tetiana Donets advises to take care of obtaining a new status in advance to avoid possible negative consequences for businesses and employees.
According to the resolution of the Cabinet of Ministers of Ukraine No. 76, the decision on granting criticality status must be made within 10 working days. However, as noted by Tetiana Donets, compliance with these deadlines does not always occur. Therefore, the expert advises submitting documents for the status renewal a month or a month and a half before the expiration of the current criticality. The decision regarding the status is made by the sectoral ministries or regional military administrations (RMA).
Where to apply for criticality status
The military administrations make decisions regarding communal enterprises and enterprises in the following areas:
- Agriculture
- Forestry
- Fisheries
- Mining and processing industry
- Construction
- Trade and repair of vehicles
- Transport and postal communication
The expert also emphasizes that if the enterprise receives a new criticality status before the expiration of the previous one, it is possible to cancel the old reservations and apply for the new one.
Where to apply: Ministry or RMA? Tetiana Donets states that documents can be submitted to the sectoral ministry or regional military administration. She also clarifies that if the enterprise is a private medical clinic, the documents should be submitted to the Ministry of Health, but not to the RMA.
