Transfer of state property for the resettlement of IDPs

The Cabinet of Ministers of Ukraine has made a decision to transfer state property and seized objects for the resettlement of internally displaced persons (IDPs). The first list includes 112 premises located in various regions of the country. Prime Minister Yulia Svyrydenko reported the government's intention to enhance the use of these properties to improve living conditions for people who have been forced to leave their homes.

The premises being transferred will be distributed among the relevant authorities by the end of January 2026. It is expected that internally displaced persons will be able to use this housing as early as the first quarter of 2026. The government also emphasized the need for effective use of the premises, highlighting that they should not remain idle.

“The premises should not be idle; they must be effectively utilized for the benefit of people,” noted Yulia Svyrydenko.

Support for internally displaced persons

Additionally, the Cabinet of Ministers instructed the Ministry of Education and Science to review properties that are not used for their intended purpose. The government also previously decided to compensate expenses for institutions that accept internally displaced persons. This indicates the state's efforts in supporting people who find themselves in difficult life circumstances and its aspiration to provide them with appropriate living conditions.

Among the types of premises that will be available for resettlement are:

  • shared housing
  • hotel office spaces
  • public leisure buildings

This decision by the Cabinet of Ministers is an important step in addressing the housing needs of internally displaced persons in Ukraine. In the context of ongoing war and increasing numbers of IDPs, ensuring housing becomes a critically important task for the state. The transfer of state property can significantly improve the living conditions of people who have lost their homes and help them adapt to new circumstances.

Moreover, the activation of the use of state properties and their effective management can serve as an example for other regions regarding resource optimization, which is particularly relevant during times of economic difficulties. This decision also highlights the importance of state support for vulnerable groups in Ukraine.
