Venezuela is considering the possibility of exporting oil to the United States, which could positively impact PDVSA, helping it avoid production cuts. Negotiations between Caracas and Washington are focused on sales terms and licenses for PDVSA partners. US President Donald Trump had previously demanded 'full access' to Venezuela's oil industry. This demand, along with American sanctions, has significantly restricted Venezuelan oil exports to the US. Currently, the main buyer of Venezuelan oil is China, however new negotiations may change this situation.

Market Situation and Political Changes

Chemron, one of the international players in the Venezuelan market, already exports up to 150,000 barrels of oil per day. At the same time, the situation in the country remains complicated. Recently, Nicolás Maduro and Cilia Flores were brought to court in New York, where Maduro is accused of drug trafficking and terrorism. The charges against him were first leveled in March 2020.

In light of these events, Delsi Rodriguez has become the interim president of Venezuela. Her oath ceremony was held under the chairmanship of Parliament Speaker Jorge Rodriguez. She stated the need for 'joint development within the framework of international law,' which may reflect a new course for the country's foreign policy.

Exporting Venezuelan oil to the US can have significant market implications. Doug Burgum noted that

'increasing the supply of Venezuelan oil will be beneficial for job security, gas prices in the US, and the economy of Venezuela.'
This highlights the potential impact on the energy market if negotiations are successful.
