From November 1, a new procedure for deferment from mobilization came into force in Ukraine. Now, documents can be submitted online via the 'Reserve+' application or in person at any Administrative Services Center (ASC), while the Military Commissariats and Territorial Recruitment Centers no longer accept applications directly.
Key changes and the new action algorithm were described by lawyer and attorney Tetiana Donets in a video on the YouTube channel 'kadroland'.
The main innovation is the exclusion of Military Commissariats from the document submission process. This aims to digitalize the service, reduce the burden on military enlistment offices, and make the process more convenient for citizens.
For a significant number of citizens, the deferment extension process will be maximally simplified. This concerns categories for which data is already available in state registries. In this case, there is no need to apply anywhere — just wait for a notification in the 'Reserve+' application.
'For many categories of conscripts, the deferment extension will occur automatically if all the necessary information is available in the state registries,' explains Tetiana Donets.
Such categories include, in particular, individuals with disabilities, parents of three or more minor children, students, and others. Certain categories of citizens will also be able to apply for a new deferment online through 'Reserve+'.
For those whose grounds for deferment require documentary confirmation, the only offline channel for submitting documents will be the ASCs. You can apply to any nearby center, regardless of your military registration location.
'From November 1, the Military Commissariats will not accept deferment documents, even if you were previously registered in the electronic queue,' emphasizes the expert.
It is important to understand that ASCs only perform the role of intermediaries: the administrator checks the completeness of the documents, scans them, and sends them to the relevant Military Commissariat. The final decision is made by a special commission at the military enlistment office.
'Documents for deferment can be submitted at any ASC. The center acts only as an intermediary, and the commission of the Military Commissariat will make the decision, as before,' clarifies the attorney.
The commission must make a decision on granting or denying the deferment within 7-15 calendar days. The result will be communicated in the 'Reserve+' application, or it can be learned at the ASC where the documents were submitted.
