From which date the minimum wage for booking will increase to 25,941 UAH

New booking rules for employees during mobilization are being prepared for Ukrainian businesses. One of the key changes will be the increase in the minimum wage level that will allow enterprises to book employees. The new requirements will come into effect this autumn along with a large-scale verification of the status of critically important enterprises. This is reported by the specialized publication 7eminar citing Cabinet of Ministers Resolution No. 692.

The salary for booking will increase from September 1, 2026

The Cabinet of Ministers Resolution No. 692 was published on June 2 and launches the reform of the booking system and the definition of critically important enterprises.

One of the most important innovations will be the change in the salary criterion for employees that employers plan to book from mobilization.

From September 1, 2026, for most enterprises, the average salary of such employees must be at least three minimum wages. According to current indicators, this amounts to 25,941 hryvnias per month.

Currently, a lower indicator is used for booking — 2.5 minimum wages.

What exceptions are left for enterprises in combat zones

For companies operating in areas of active hostilities or nearby, the government has left certain conditions.

For such enterprises, the salary threshold will not be raised to three minimum wages. They will be able to continue applying the criterion at the level of 2.5 minimum wages, which currently amounts to 21,618 hryvnias.

At the same time, a new requirement is emerging: the necessary salary level for the employee will need to be ensured throughout the entire duration of the booking, not just at the time of its registration.

Critically important enterprises await re-verification

The resolution also provides for the review of all decisions on granting the status of a critically important enterprise. Existing decisions will remain valid only until September 1, 2026.

By June 10, ministries and military administrations must update the criteria for determining critically important enterprises, and by July 1, verify the companies that already have such status.

If an enterprise does not meet the new requirements, it may lose its critically important status, along with the ability to book employees.

In addition, the government has instructed to update the digital services of Diia, so that control over booking and compliance with the criteria is carried out automatically through state electronic systems.
