Meeting of Zelensky with the leaders of Germany and Poland
President of Ukraine Volodymyr Zelensky held meetings with German Chancellor Friedrich Merz and Polish Prime Minister Donald Tusk on October 23, 2025. The main topics of the negotiations were strengthening Ukraine's air defense and restoring energy infrastructure after Russian strikes.
Zelensky informed on social media that during the meeting with Merz, they discussed the issue of strengthening Ukraine's air defense and agreed on further steps before the coalition meeting in London.
Support from Germany and Poland
"I reported on the consequences of Russian strikes in the energy sector, on the work regarding restoration and on the need to ensure energy supply for our cities and communities. We count on Germany's leadership in supporting our energy – both in equipment supply and in financing"wrote the president.
The participants of the meeting also discussed the issue of strengthening Ukraine's air defense. Zelensky thanked Germany for its significant contribution to the protection of the Ukrainian population and expressed readiness for further cooperation. There was also a discussion of the possibilities of using frozen Russian assets for the protection of Ukraine.
Cooperation with Poland and the EU
During the European Council meeting, a meeting took place between the president and the Prime Minister of Poland. The head of state spoke about the escalation of Russian air attacks on Ukrainian energy facilities and the necessity of strengthening air defense. Military support and joint defense projects became key topics of the negotiations.
Zelensky emphasized the importance of additional protection for the Ukrainian sky, which affects the security of the airspace of all European countries. The president expressed Ukraine's interest in investments from Polish companies in the Ukrainian defense industrial complex.
Within the negotiations, the use of the EU SAFE credit mechanism for joint production in the defense sector was also discussed, which is expected to benefit all parties.
