Parliamentary Stability and Its Critical Importance
President Volodymyr Zelenskyy has stated that while there is no crisis in parliament, the Verkhovna Rada continues to face difficulties due to some members refusing to vote. This legislative gridlock has prevented the government from meeting key structural benchmarks set by the International Monetary Fund (IMF) for the first quarter of 2026. The primary reason for this failure is the deputies' neglect of their duties.
During a closed-door meeting with journalists, Zelenskyy emphasized the crucial need for parliamentary stability.
“There has been no crisis within the mono-majority. The Verkhovna Rada operates in its own atmosphere—its own microclimate. And if there is no information pressure or artificial conflicts, the deputies will have a clearer understanding of what is happening,”the president noted. He also stressed the importance of neutralizing those who seek to provoke a crisis in the legislature.
Adoption of Crucial Legislation
On April 7 and 8, the Verkhovna Rada passed a series of vital laws required to unlock funding from the European Union under the Ukraine Facility program. Prime Minister Yuliia Svyrydenko explained that these decisions align Ukrainian legislation with EU norms, make business regulations clearer, and strengthen the confidence of international partners.
Volodymyr Zelenskyy has called on deputies from all parties to vote on 10 fundamental draft laws within the next month, underlining their significance for the state budget.
“I believe deputies from all parties must understand the weight of these draft laws for the Ukrainian budget. There are 10 such fundamental drafts. Some of them need to be voted on in the coming month,”Zelenskyy emphasized.
The president asserted that the goal of destabilizing parliament is to serve interests that do not align with the country's own. “Right now, the enemy wants to destroy all our opportunities for filling the state budget, primarily the European financial package of 90 billion. The Russians are working precisely on this and are looking for ways to complicate everything,” he stated, noting that the real threat to Ukraine lies not in political games but in external challenges. This legislative progress is essential for Ukraine's ongoing defense and economic stability.
Therefore, the activity of the Verkhovna Rada and the passage of critical legislation remain key to ensuring stability and securing international financial support.
