Zelensky on the end of the war: referendum, refusal from NATO and cancellation of mobilization

Statement by President of Ukraine Volodymyr Zelensky

President of Ukraine Volodymyr Zelensky made an important statement regarding the end of the war, in which issues such as holding a referendum, refusal from NATO, and the possibility of canceling mobilization are discussed. On December 24, Zelensky publicly presented a 20-point document concerning the agreement to end the war, which, according to the president, is an agreement between the USA, Ukraine, Europe, and Russia.

According to Zelensky's statements, at least 60 days and a complete ceasefire are necessary to hold a referendum. The president noted that Ukraine will bring this agreement to parliament for ratification or hold a nationwide referendum for approval in a 'yes' or 'no' format. Zelensky also added that the agreement provides for the choice of NATO members regarding Ukraine:

“This is an agreement of the parties: America, Ukraine, Europe, and Russia. In our opinion, this is the choice of NATO members - to have Ukraine or not. And our choice has been made.” - Volodymyr Zelensky

Security and Recovery Issues

Furthermore, Zelensky touched upon the issue of restoring the Kakhovka Hydroelectric Plant, for which about 2 billion euros are needed. He also indicated the possibility of canceling mobilization or conducting it partially after signing the agreement. “Mobilization can be transformed or not conducted in situations where there is an agreement and it is implemented,” - said the president.

Zelensky also noted that security guarantees will be provided to Ukraine if Russia attacks again. He emphasized that:

“If Ukraine invades Russia or opens fire on the territory of Russia without provocation, security guarantees will be considered void.” - Volodymyr Zelensky

These statements indicate Ukraine's desire to find a peaceful resolution to the conflict, while keeping open questions regarding security and international obligations.

The president's statement underscores the importance of diplomatic efforts in achieving peace and stability in the region. The discussion of the terms of the agreement, including the issues of the referendum and security guarantees, demonstrates that Ukraine seeks to realize its interests within the framework of the international community.
