At the end of 2025, Ukrainians from vulnerable social groups will be able to receive financial assistance to prepare for the heating season. The funds are intended for households without centralized heating, for the purchase of solid fuel. This is reported by the Ukrainian government.
What the winter aid of 8000 UAH for IDPs will be spent on
The government has made a decision to provide additional support to households located near the line of contact as part of preparations for the 2025-2026 heating season. The program involves providing financial assistance before the start of the cold season for the purchase of solid fuel.
The amount of financial assistance for each family will be 8 thousand hryvnias. According to government plans, this type of support will cover 32 thousand households across Ukraine. The funds can be used to purchase various types of solid fuel.
The program includes reimbursement for the purchase of the following types of fuel:

firewood;

coal;
-
brickets;
-
pellets.
Requirements for recipients of winter assistance in 2025
To participate in the winter aid program, households must meet several criteria simultaneously:

First, you must have the status of an internally displaced person.

Second, there must be no centralized heating in the home.

Third, the family should not have received assistance from other international or Ukrainian organizations, including support in front-line areas.
Payments will be made by the Pension Fund of Ukraine. The funds will be transferred directly to households with the status of internally displaced persons. The implementation of the program will be possible after the completion of payments by other international organizations cooperating with the government. This is expected in November-December 2025.
It is worth noting that in the fall, there is also another government support program for citizens preparing for winter operating in Ukraine. According to the regulations approved by the Cabinet of Ministers, each household can receive 19.4 thousand hryvnias for the purchase of solid fuel.
This assistance is intended for citizens from settlements near the front lines - within 10 kilometers from the state border with Russia or the front line. The program covers nine regions: Dnipropetrovsk, Donetsk, Zaporizhzhia, Luhansk, Mykolaiv, Sumy, Kharkiv, Kherson, and Chernihiv regions.
In the first place, the funds are intended for internally displaced persons who have moved to these regions. Additionally, elderly individuals, single or unemployed citizens, people with disabilities, and those needing care may also apply for payments. Furthermore, assistance is available for single mothers or fathers raising minor children, large families with three or more children, and families with unstable income.
In front-line communities, it is also possible to receive help from UNHCR for preparation for the winter season in the amount of 19.4 thousand hryvnias per family.
