In Ukraine, over 10,000 cafes and restaurants disappeared within just ten months of 2025, with half of them not lasting even one and a half years. This data was published by the Opendatabot service after analyzing the activities of individual entrepreneurs in the food service sector (HoReCa). Opendatabot reports this.
Despite the war risks, Ukrainians continue to open new establishments: since the beginning of the year, 13,373 cafes and restaurants have appeared, which is 5% less than last year. The highest number of openings was recorded in September — 1,699 new points. However, nearly as many entrepreneurs closed — 10,645. The net market growth amounts to only 2,728 new establishments, three times less than in 2024.
Where New Restaurants are Opening
According to Opendatabot, the most new individual entrepreneurs in HoReCa were registered:

Interestingly, every fourth entrepreneur who ceased operations this year worked for less than six months. Meanwhile, the oldest restaurant that stopped operating in 2025 had been in business since 1992.
Revenue is Growing but Customers are Decreasing
Despite the decrease in the number of openings, revenue in the sector grew by 6%. As explained by the Poster service, this happened not due to an increase in the flow of visitors but through raising prices. Visitor numbers decreased by 9%, while the average bill rose by 11%.
In the largest cities, the trend is similar: in Kyiv, the number of customers fell by 13%, in Dnipro — by 11%, in Lviv — by 8%, in Odessa — by 6%, and in Kharkiv — by 7%.
Experts believe that the situation in the industry is explained by the simultaneous influence of several factors — rising costs, personnel shortages, demand fluctuations due to security issues, and seasonality. At the same time, the market demonstrates certain resilience: despite losses, the number of new openings remains significant, especially in large cities.
