Council of Europe Development Bank Commits €100 Million to Ukraine's 'eRecovery' Compensation Scheme

Funding Boost for Ukraine's eRecovery Program

According to Главком: The Council of Europe Development Bank (CEB) is allocating an additional €100 million to Ukraine's 'eRecovery' program. This initiative, which has been active for nearly three years, provides compensation to Ukrainians who have suffered losses due to the war. So far, the state register of damaged and destroyed property has recorded 324,000 real estate objects, of which over 285,000 are residential properties. This international support is crucial for a nation grappling with the immense task of rebuilding.

To date, more than 26,000 families have purchased new homes through the compensation program for destroyed housing. Of this number, over 6,000 families have utilized financing from the 'Home' project. The state-run 'eRecovery' program provides payments for repairing housing damaged by Russian aggression or for purchasing new homes to replace those that were demolished. The program is funded both by the state budget and through the support of international partners, including Ukraine's Ministry for Communities and Territories Development.

Current Scale of the Challenge

The number of households affected by shelling currently reaches an estimated 2.5 million. While 986,000 applications have been submitted to the register of damaged and destroyed property, over 425,000 of them lack verified ownership information due to the absence of data in the State Register of Property Rights.

These measures are aimed at improving the situation with property rights registration and ensuring greater support for those who have suffered the most from the war.
