Funding for the eRecovery Program

According to Кулеба: During its annual Administrative Council meeting in Warsaw, the Council of Europe Development Bank (CEB) approved a third €100 million tranche for the eRecovery program. This funding, requested by Ukraine's Ministry for Communities and Territories Development, will specifically support the HOME project, enabling over 3,000 Ukrainian families to secure housing. The CEB is a key multilateral development bank focused on social projects across Europe.

With this new allocation, more than 3,000 families who have already received housing certificates will be able to purchase homes. This follows two previous funding phases that successfully provided housing for over 6,000 families, with all allocated funds being fully utilized. To date, the broader eRecovery program has helped over 26,000 families acquire new homes. However, the scale of destruction remains immense, with a national registry listing 324,000 damaged or destroyed properties, of which more than 285,000 are residential.

How the Housing Recovery Mechanism Works

The program operates by issuing housing certificates to people who have lost their homes, which they then use to purchase new accommodation. This mechanism not only helps restore living conditions for affected families but also stimulates the rebuilding of local infrastructure in devastated regions.

The approval of this new funding tranche represents a critical step in supporting families impacted by the conflict. The certificate system provides a direct and swift solution for those displaced, while also encouraging broader infrastructure recovery in areas requiring urgent reconstruction. This move underscores the ongoing commitment of international financial institutions to support Ukraine during the crisis and to promote stability in the housing sector.
