Changes in the issuance of internal passports in Ukraine
According to ХВИЛЯ: New rules have been introduced in Ukraine regarding the issuance of internal passports for older citizens. Owners of ID cards who have reached the age of 65 now receive a lifelong passport. This innovation is enshrined in Law No. 3709-IX.
New rules for issuing ID cards
According to the new rules:
- ID cards for individuals under 18 years are issued for 4 years;
- ID cards for individuals aged 18 to 65 are issued for 10 years;
- For citizens over 65, the issuance of ID cards is lifelong.
The expiration date for the passport for this category of the population is stated as a date that occurs 50 years from the date of issuance of the passport.
Moreover, it is worth noting that foreign passports are issued for a period of 10 years regardless of the owner's age. According to the Migration Service's information,

This innovation is an important step in simplifying administrative procedures for senior citizens who often face difficulties in paperwork. The lifelong passport will allow them to focus on other aspects of life, reducing bureaucratic burden. The changes may also improve access to social services and other government programs for the elderly population.
