State-Run 'Affordable Loans 5-7-9%' Program

According to Мінфін: Ukraine's state-backed lending scheme, known as 'Affordable Loans 5-7-9%,' continues to provide crucial financial support to micro, small, and medium-sized enterprises. In the past week alone, authorized banks issued 913 subsidized loans worth a combined 4 billion hryvnias. Since the start of 2026, a total of 15,517 loans amounting to 67.7 billion hryvnias have been disbursed.

Since the imposition of martial law in Ukraine, the program has facilitated 115,205 loans totaling 438.1 billion hryvnias. Overall, since its launch, 150,027 credit agreements have been signed, reaching a cumulative value of 527.7 billion hryvnias. The National Development Institution is responsible for administering the program.
