According to ХВИЛЯ: On May 5, Ukrainian Office of the President head Kyrylo Budanov called for the creation of a single recruitment center for foreigners and stateless individuals seeking contract service in the Armed Forces of Ukraine and the National Guard. This proposal was discussed during a working meeting with lawmakers and military officials, resulting in a decision to develop a plan for establishing a new unit within the Ministry of Defense by the end of May. The move aims to streamline a process that has previously been fragmented across various agencies.

According to Budanov, the new body would manage the entire lifecycle of foreign recruits, covering:

• Logistics;
• Professional training;
• Communication;
• Ongoing support during service.
