The situation in the country at that time required significant financial efforts to ensure national security, especially in light of aggression from the neighboring state.

On November 26, 2014, the Russian Federation Council approved the state budget for 2015 with military funding of 81 billion dollars. This circumstance underscored the importance of Ukraine’s adequate response to the challenges arising from military actions. On December 23, 2014, the Ukrainian government proposed a state budget draft, which allocated slightly over 5 billion hryvnias for the development of the Armed Forces of Ukraine. On the eve of the budget adoption, on December 28, 2014, President Petro Poroshenko demanded unanimous voting for the budget draft, indicating the seriousness of the situation.

On December 29, 2014, the Verkhovna Rada of Ukraine adopted the law on the state budget for 2015. The defense budget of Ukraine for 2015 amounted to 90 billion hryvnias, of which 6.9 billion hryvnias were allocated for state guarantees for 'Ukroboronprom'. It is important to note that Ukraine's actual military expenses in 2015 amounted to 2.96 billion dollars, which indicates the growing needs for defense funding in the context of the ongoing conflict. By comparison, in 2016, these expenses decreased to 2.94 billion dollars.
