Low salaries and limited opportunities for professional development push Ukrainians to seek jobs abroad. Explaining higher earnings for Ukrainians after relocation, Deputy Minister of Economy Daria Marchak emphasized the need for investment in skills and technology. This is reported by TSN.

The official spoke at the Ukrainian Women's Congress. According to her, the state must work on eliminating the economic reasons for population emigration. At the same time, she acknowledged that the security situation remains a separate factor in migration.

Why Salaries for Ukrainians Abroad Are Rising

Marchak links the difference in wages to productivity and opportunities for professional development. She noted that after relocating to another country, Ukrainian workers can not only earn more but also create more added value.

“We need to completely change the economic model of how we work with people,” said the deputy minister.

According to her assessment, before the full-scale invasion, Ukrainian employers did not invest enough in staff training. Instead of developing employee skills, companies found it easier to lay them off and find replacements.

This approach, the official believes, limited professional opportunities for people within the country. Some Ukrainians cannot find suitable work at home and are considering employment abroad.

At the same time, Ukraine continues to experience a shortage of qualified workers. Companies may face a lack of specialists even when candidates encounter difficulties searching for vacancies.

How the Ministry of Economy Proposes to Curb Labor Migration

According to Marchak, Ukraine lacks a system of continuous education throughout professional life. Only certain large companies systematically invest in employee development, while this approach should become much more widespread.

The official urged the state and businesses to pay more attention to people who remain in Ukraine but do not work. In particular, she mentioned women whose professional potential is currently underutilized.

“We need to invest a lot in technology, skills, and knowledge,” Marchak named another necessary area of work.

Thus, her proposed approach combines bringing people into employment and developing their competencies. It is not only about finding new employees but also about creating opportunities for those who are already in the country.

The need for such changes is also indicated by the mismatch of candidates' skills with employers' requests. According to Marchak, investments in education and technology should help increase productivity and earning potential in Ukraine.
