A dominant share of this funding, precisely 63.8%, is earmarked for security and defense. The government has also successfully met its core social obligations. This allocation reflects the nation's ongoing priorities amidst a protracted conflict.

Total expenditures for 2025 are 20% (697.2 billion hryvnias) higher than the 2024 figures. In December 2025 alone, 649.9 billion hryvnias were spent on state needs. Specifically, security and defense spending amounted to 2.67 trillion hryvnias, underscoring this sector's priority in budgetary planning.

Key Expenditure Categories

Other major expenditure items from the state budget's general fund for 2025 include:

• Compensation for public sector employees, which received 1.55 trillion hryvnias, a 19.9% increase from 2024.
• Social security, covering pensions, child benefits, and scholarships, with an allocation of 659.6 billion hryvnias.
• Goods and services, including procurements for the Armed Forces of Ukraine, fuel, food, and medical guarantees, totaling 677.1 billion hryvnias.

Servicing the public debt cost 361.6 billion hryvnias, while local budgets received 188.2 billion hryvnias in transfers. Consequently, the 2025 budget highlights the state's key priorities in security, social welfare, and support for local governance.
