Surveying Income and Living Conditions in Ukraine

According to ХВИЛЯ: From March to June 2026, Ukraine's State Statistics Service will conduct a survey of household income and living conditions (EU-SILC) using a European Union methodology. This voluntary survey will cover over 18,000 households across 22 regions, including Kyiv, with all collected data kept strictly confidential. Adopting this EU-standard approach is a key step for Ukraine in aligning its data collection with European practices.

The EU-SILC survey will be conducted on a random sample basis, meaning selected households cannot be replaced by others. The study will not be carried out in temporarily occupied territories or active combat zones. To protect participant anonymity, the final results will be published only in an aggregated, summarized form.

Methods for Providing Information

Households can participate in the survey through several channels:

  • A personal interview with a surveyor,
  • A telephone conversation,
  • Filling out an electronic questionnaire on the State Statistics Service website.

The questionnaire will cover topics including family composition, citizenship, education, employment, health status, housing conditions, actual income, and agricultural activities.

In addition to the income and living conditions survey, the State Statistics Service has scheduled a labor force survey for January through December 2026, and a survey on population agricultural activity from May through December 2026. This demonstrates a systematic approach to data gathering, which will provide a clearer picture of Ukraine's socio-economic landscape.
