Analysis of tax revenues to the Ukrainian budget in 2025
According to ХВИЛЯ: In 2025, the general fund of the state budget of Ukraine received 1 trillion 246 billion hryvnias in taxes and fees, which is 20.2% more than in 2024. The increase in revenues amounted to 209.3 billion hryvnias, and the revenue plan was fulfilled by 97.4%. This indicates the stability of the country's tax system, despite the difficult conditions in which it operates.
Main sources of tax revenues
Among the largest sources of budget revenues, the most significant positions are occupied by:
- Personal income tax (PIT) – 362.9 billion hryvnias
- Value-added tax (VAT) – 306.5 billion hryvnias
- Corporate profit tax – 284.7 billion hryvnias
- Excise tax – 163.9 billion hryvnias
- Rent payments – 48.4 billion hryvnias
At the same time, VAT refunds to taxpayers amounted to 179.6 billion hryvnias, and the monthly VAT refund was no less than 13 billion hryvnias. These figures indicate the active participation of taxpayers in the formation of the country's budget.
