According to ХВИЛЯ: Taras Kozak, founder of the investment group UNIVER, has stated that US dollar banknotes issued in 1996 are fully valid legal tender, which banks are obligated to accept. Kozak emphasized that if a banknote is genuine and not significantly damaged, it retains its full face value. Consequently, financial institutions have no legal grounds to refuse these notes.
This position is supported by an official clarification from the National Bank of Ukraine (NBU). The regulator has confirmed that commercial banks and non-bank financial institutions must accept all genuine US dollar banknotes issued since 1914, which explicitly includes the 1996 series.
