He attributes this danger to the severe deterioration of networks and their vulnerability to enemy shelling. According to Popenko, the widespread destruction of water supply and sewage systems began accelerating over the last three to four years, drastically impacting the quality of life for city residents. Popenko emphasized that in 99% of Ukrainian cities, it is physically impossible to reroute utility flows to backup lines.

  • Installing powerful generators and gas-piston units at every sewage pumping station;
  • Preparing a fleet of vacuum trucks for waste removal;
  • Procuring mobile medical-sanitary complexes.
