Addressing Ukraine's Power Deficit Through Market Reforms

According to Главком: Ukraine is currently facing a significant energy deficit, with daily consumption reaching approximately 16 GW while domestic generation combined with imports provides only about 12 GW. To help bridge this gap, authorities have modified the price caps on the day-ahead electricity market. This policy change has successfully boosted electricity imports by roughly 2 GW of capacity, providing a crucial buffer against power shortages. This situation is a direct consequence of the widespread damage to energy infrastructure from the ongoing conflict.

A report from the Energy Community for Q4 2025 indicates that the adjustment of price limits on the electricity market, implemented in early 2026, has helped to stabilize market conditions. Vladyslav Sokolovsky, an industry expert, emphasized the measure's importance:

Recommended Measures for a More Resilient Grid

For further improvement in the energy sector, the following actions are recommended:

  • restoring thermal power generation;
  • repairing substations and power transmission lines;
  • developing decentralized and distributed generation.

These steps could help ensure a more stable and reliable electricity supply across Ukraine.

The revision of price-cap policy demonstrates active steps by the government and energy companies to tackle the energy deficit. Increasing electricity imports serves as a vital factor in maintaining stable supply, especially during peak demand periods. However, achieving long-term energy security will also require substantial investment in modernizing infrastructure and expanding renewable energy sources.
