According to Главком: The European Union lacks a cohesive vision for Ukraine’s accession, making its entry into the bloc more challenging. The standard EU membership process can take between 10 and 15 years. The concept of 'reverse enlargement' has so far failed, while France and Germany are promoting an 'associate membership' model. This would allow Ukraine to participate in the Council of Ministers and the European Parliament, but without voting rights. Kyiv would not gain early access to EU agricultural subsidies or regional funds, raising concerns over its status within the Union.

Additionally, Paris and Berlin are considering extending the EU’s mutual defense clause to Ukraine, which could enhance the country’s security. A €90 billion loan package has been allocated to support Ukraine. The country plans to start EU accession negotiations this summer. Deputy Prime Minister Taras Kachka stated that Ukraine expects to complete the main phase of talks within the next 18 months and sign a membership agreement by 2027.
