European Union Sanctions Against Russia

According to Radiotrek — Світ: For the first time, the European Union has imposed sanctions on Russia specifically in response to shelling of Ukraine's capital. On July 17, 2026, the EU Council approved a package of six restrictive measures targeting one individual and five organizations directly involved in drone production.

These measures were enacted as a direct response to Russian strikes on Kyiv that occurred on the nights of July 1 and July 5, 2026. The sanctioned entities are part of Russia's military-industrial complex, specializing in the manufacture of unmanned aerial vehicles. They contribute to developing systems that enhance the capabilities of Russian Shahed and Geran drones, while also increasing their resilience against electronic warfare countermeasures.

List of Sanctioned Organizations and Individuals

The list of sanctioned organizations includes:

  • ABS ZEiM Automation
  • Esset Automation
  • VNIIR
  • Esset Electro
  • Sokol Esset

The only individual on the list is Iryna Kharisova, chair of the board of the ABS Electro group of companies. This firm develops and manufactures electronic and radio-electronic components for drones.

“In response to recent deadly Russian strikes on Kyiv on the nights of July 1 and July 5, 2026, and the brutal military campaign deliberately targeting civilian infrastructure, the Council has decided to impose restrictive measures against one person and five organizations,” the EU Council stated.

These sanctions are part of the European Union's broader strategy to counter Russian aggression and support Ukraine. By targeting drone manufacturers, the EU underscores the critical role of technology in modern warfare and aims to limit Russia's ability to conduct military operations against Ukrainian cities. Such measures could shift the dynamics of the conflict and influence further actions by the international community.

The recent sanctions highlight the EU's intensified focus on disrupting Russia's military capabilities, particularly in drone technology.
