James Sherr Weighs In on Support for Ukraine

According to Главком: James Sherr, a senior fellow at the Estonian Foreign Policy Institute's Security and Defense Division, has offered his perspective on the emergence of a European coalition backing Ukraine. He took aim at Donald Trump's strategic approach and urged European nations to pursue greater autonomy in security matters. Sherr highlighted that Ukraine, Italy, Finland, Norway, Sweden, and the United Kingdom have formed a multinational alliance called the Coalition for Resilient Procurement and Unified Support, designed to bolster European security independently of U.S. backing.

“I wouldn’t use the term ‘coalition of the willing.’ Instead, I’d call it a coalition of purposeful and determined states-one that believes Ukraine and Europe, working together, can strengthen European security.” - James Sherr

He emphasized that Ukraine should reduce its reliance on American resources, noting that shifts in this area are already underway: “Zelenskyy understands this very well. Significant changes have occurred even within the past year.”

Financial Aid for Ukraine and Sanctions on Russia

As part of its support for Ukraine, on April 23 the EU Council finalized a €90 billion loan, with €60 billion allocated for defense needs and €30 billion for budgetary support. The funds are structured over a two-year period. Additionally, the EU Council approved a 20th package of sanctions against Russia, signaling continued pressure on the aggressor.

Sherr also pointed to a decline in Vladimir Putin’s approval ratings, noting that trust in him has dropped to its lowest levels since the start of the full-scale invasion of Ukraine. This negative trend has persisted for a month and a half, according to a survey conducted by Russia’s state-run sociological service.

“We cannot organize our defense around a proposal that may or may not materialize on the day our lives depend on it. And since we now find ourselves in exactly that situation, we must strengthen our reliance on ourselves and on the coalition of like-minded states. We simply have no choice in this matter.” - James Sherr
