A European Defense Union takes shape

According to ХВИЛЯ: A group of European Parliament lawmakers, spearheaded by Dutch MEP Reinier van Lanschot, is pushing for the creation of a European Defense Union that would allow the continent to secure itself without reliance on Washington. This initiative gained momentum after NATO Secretary General Mark Rutte argued that Europe cannot defend itself independently of the United States. Van Lanschot, co-founder of the Volt movement and a member of the Parliament's security and defense committee, described the Oval Office confrontation between former US President Donald Trump and Ukrainian President Volodymyr Zelenskyy as a turning point for Europe-calling it 'the greatest betrayal of the 21st century.'

Proposals and roadblocks

Among the most urgent measures under consideration is a defense omnibus-a legislative package currently being processed within the EU. This omnibus aims to:

  • introduce joint arms procurement;
  • establish a single internal market for defense;
  • accelerate permit approvals for defense infrastructure projects.

For context, obtaining a permit to build a bridge in Poland for tank transit can take up to six years, with construction adding another two. Under the proposed reforms, the omnibus would cut permit approval times to just 50 days.

Van Lanschot identifies national governments-not Brussels institutions-as the main obstacles to these plans. He pointed to France, where 97% of military equipment is sourced domestically. According to him, joint procurement and a unified defense market could save Europe roughly 100 billion euros annually. The Trump administration's security strategy states that by 2027, Europeans must assume responsibility for their own conventional defense, though the US would retain its nuclear umbrella. The withdrawal of approximately five thousand American troops from Germany and the suspension of a rotation of four thousand troops to Poland further underscore the urgency for Europe to bolster its own defense capabilities.
