Digital Accident Reporting Launches in the Diia App

According to ХВИЛЯ: The Ukrainian Cabinet of Ministers has approved the introduction of a digital accident report, or 'europrotocol,' within the Diia app. This system allows drivers to file reports for minor traffic accidents without needing to call the patrol police. This innovation will streamline the process, as drivers no longer have to wait for law enforcement to arrive when no one is injured. The Diia app is Ukraine's primary portal for government services, making this a significant step in its digital transformation.

How to File a Digital Accident Report

To file a report using the Diia app, drivers must follow these steps:

  • Take photographs of the vehicle damage;
  • Agree on the circumstances of the accident with the other driver involved;
  • Sign the report electronically using the Diia digital signature.

The app automatically pulls data from state registries, including driver's license information, vehicle registration, and insurance details. Users can also track the status of their claim and the timeline for compensation payments directly in Diia.

It is important to note that the digital report is only available for accidents where no one is injured. If there are any injuries, calling the police remains mandatory. Furthermore, all mandatory third-party liability insurance (MTPL) policies are now issued exclusively in a digital format and registered in the central database of Ukraine's Motor Transport Insurance Bureau. While a paper copy can be kept for reference, new policies are only available electronically. This shift to fully digital insurance is part of a broader modernization of the country's administrative systems.

The launch of the digital accident report in Diia represents a major advancement in the digitization of public services in Ukraine. It will not only simplify the process of reporting minor collisions but also reduce the workload on patrol police, as drivers can resolve many situations independently. The requirement to call police for any injury underscores the system's focus on maintaining road safety and driver accountability.
