100 Days at the Helm of Ukraine’s Defense Ministry

According to Главком: Mykhailo Fedorov has now spent 100 days as Ukraine’s Minister of Defense. Appointed by President Volodymyr Zelenskyy, his mission is to overhaul the country’s defense system. Fedorov unveiled a war plan built around three strategic objectives: securing the skies, halting Russia’s advance, and cutting off Moscow’s economic resources. Alongside this, a list of 30 achievements from his first three months in office has been made public.

Key Accomplishments

Among the minister’s major wins is cutting Russia’s access to Starlink-a move that protected Ukrainian airspace from Shahed drones guided by the system and dramatically shifted the front-line dynamics. He also established a small air-defense command, appointed Pavlo Lazar as deputy commander of air defense, and announced $38 billion in funding for 2026 through the Ramstein mechanism. A new organizational structure for the Defense Ministry took effect on April 1, streamlining fundraising approaches and boosting operational efficiency.

Fedorov stressed the need to diagnose the root causes of systemic problems, arguing that an effective structure cannot be built on falsehoods.

In March 2023, enemy losses hit a record high, with 36,000 Russian troops eliminated-proof that fresh tactics are yielding results on the battlefield.

He also highlighted a surge in drone and robotic platform acquisitions, with one quarter’s purchases exceeding the entire previous year’s total. A key move was introducing 70% advance payments to manufacturers, spurring new equipment production. Real-time analysis of troop casualties and combat performance has been implemented, enabling faster responses to evolving threats.

Other notable achievements include:

  • Launch of the Defense AI Center A1, dedicated to training artificial intelligence systems;
  • Government approval for experimental procurement worth 5 billion hryvnias;
  • Additional funding for the most effective military units;
  • Large-scale purchases of pickup trucks for the front lines.

Fedorov emphasized that Ukraine must improve recruitment conditions and service standards within its defense forces. Ten of the 30 reform projects are already in development, aimed at attracting more skilled personnel into the military system. He stated that the prevailing 'culture of fear and lies' must give way to 'heroism, technology, innovation, and asymmetry.'

Overall, Fedorov’s first 100 days have brought significant shifts in defense strategy, procurement, and organizational structure-all designed to strengthen Ukraine’s defensive capabilities in the face of modern challenges.
