France and a New European Security Architecture

According to Главком: France is working to ensure the European Union has a role in shaping a new security framework for Europe following the war in Ukraine. In this context, President Emmanuel Macron's chief diplomatic advisor, Emmanuel Bonne, made an unannounced visit to Moscow earlier this week. During this trip, Bonne held confidential talks with Russian Presidential Aide Yuri Ushakov. President Macron himself has confirmed preparations for potential contacts with Vladimir Putin, signaling a French push to open a dialogue with Russia.

Simultaneously, consultations are ongoing in Abu Dhabi, where representatives from the United States, Ukraine, and Russia are discussing how to end the war, notably without the formal participation of EU officials. The last direct contact between Emmanuel Macron and Vladimir Putin occurred in early 2022, shortly before Russia launched its full-scale invasion of Ukraine. It is worth noting that less than a week after Macron's visit to Moscow at that time, Russia began its large-scale military offensive.

The Conditions for Dialogue with Russia

France has never ruled out the fundamental possibility of dialogue with Russia. As noted by Jean-Noël Barrot:

“This is only possible on the condition of full transparency with Ukraine and its European partners, and if such contacts prove useful.” - Jean-Noël Barrot

These statements underscore the importance of openness in international relations and the need to consider the interests of all parties in any peace process.

In defining a new European security architecture, France seeks to balance its support for Ukraine with the possibility of engaging Russia. The current talks in Abu Dhabi also highlight that key players like the U.S. and Ukraine are attempting to find paths to a peaceful resolution, despite the absence of European representatives. This reflects the complexity of the situation and the difficult compromises required in international diplomacy, as Western allies navigate a path between confrontation and negotiation.
