According to Главком: French authorities have released the tanker Grinch, which was suspected of being part of Russia's 'shadow fleet,' after its owner paid a fine. The vessel was detained in late January in the Gulf of Fos near the port of Marseille-Fos on suspicion of flying a false flag. The detention was lifted following the completion of a judicial procedure and the payment of an undisclosed monetary penalty.

Law Enforcement Actions

The tanker's owning company was convicted by a Marseille court and fined as part of a plea agreement procedure (CRPC). Separately, the Marseille prosecutor's office placed the 58-year-old Indian captain of the tanker under formal investigation on suspicion of failing to fly a flag. The Grinch is linked to Russia's so-called shadow fleet, which, according to Ukraine's Main Intelligence Directorate, comprises 66 vessels involved in transporting Russian oil, violating Ukraine's state border, and stealing Ukrainian grain.

Some vessels in the shadow fleet are connected to the networks of companies Cymare Shipmanagement Ltd (Cyprus) and Cymare Navigation FZC (UAE). A British citizen, Mykola Spichenok, is involved in managing these structures and also has ties to the Russian state-owned company Sovcomflot. These circumstances highlight the complex issues surrounding shipping and international transport amid geopolitical tensions.

The detention and subsequent release of the Grinch illustrate the efforts of European nations to combat maritime law violations and illicit activities linked to Russian oil. The shadow fleet situation underscores the critical need for international cooperation in shipping oversight, especially during the ongoing conflict in Ukraine. Such incidents can have ripple effects on global oil and food markets, as well as on the security of sea lanes. This case is part of a broader Western effort to enforce sanctions and limit the revenue Russia earns from its energy exports.
