Power Outage Strikes Kherson, Water Supply Now Relies on Generators
The Situation in Kherson
According to Главком: Kherson was plunged into a blackout on the morning of February 13. According to the head of the Kherson City Military Administration, Yaroslav Shanhko, specialists are currently investigating the cause of the power failure. Until electricity is restored, water will be supplied using generators. The city's 'Points of Invincibility' are operational, providing residents with places to charge devices, access the internet, warm up, or rest.
For months, Russian occupying forces have been intensively targeting the Kherson Thermal Power Plant (TPP), a civilian facility that provided heating for the city. The Kherson TPP has sustained severe damage:
- Buildings and equipment have been damaged;
- Daily attacks using drones, artillery, and other weapons are preventing the restoration of the heating supply.
Energy Minister Denys Shmyhal has stated that plans for protecting energy infrastructure must be submitted by September 1.
Furthermore, applications have opened on the government's 'Diia' portal for a 20,000-hryvnia bonus for emergency repair crews. The first payments are scheduled to be made by the end of this month. Yaroslav Shanhko has urged residents to be patient, as restoring power requires time and the dedicated efforts of specialists. This latest outage underscores the severe strain on Ukraine's civilian infrastructure after nearly two years of war.

The situation in Kherson remains difficult due to constant shelling of infrastructure, which complicates the restoration of basic utilities. Given that energy infrastructure is under attack, a strategic approach to protecting critical facilities is as vital as an urgent emergency response.
