Italy Urges EU for Unified Voice and Special Envoy Ahead of Dublin Summit on Ukraine Peace Talks
Italy’s PM Meloni Critiques EU’s Fragmented Approach to Ukraine Peace Efforts
According to ХВИЛЯ: Italian Prime Minister Giorgia Meloni has voiced sharp criticism of the European Union’s scattered strategy toward peace negotiations involving Ukraine. She called for the issue to be prioritized at the informal EU summit scheduled for November 13 in Dublin. Emphasizing the importance of a cohesive European stance on the Ukrainian conflict, Meloni also advocated for appointing a dedicated special envoy to mediate talks between Russia and Ukraine.
In a letter addressed to European Council President Charles Michel, Meloni warned that a chaotic and overlapping series of initiatives only undermines Europe’s ability to influence both allies and adversaries. She stressed that the current disjointed image of Europe plays into the hands of those who want the war to drag on. "This urgent need can no longer be postponed," she insisted.
Italy’s Position Amid International Negotiation Platforms
Currently, Italy finds itself excluded from some major negotiation formats. It was not invited to the Miami meeting in October nor to the talks held in Brussels this week. However, Italy did participate in the Oslo meeting upon invitation from the Norwegian government, stepping in for France. Over the past year, Italy has consistently pushed for the appointment of a special envoy to facilitate peace talks between Russia and Ukraine. Meloni publicly introduced this proposal in January, gaining backing from France, Austria, the Czech Republic, and Luxembourg.
Italy’s Deputy Prime Minister and Foreign Minister Antonio Tajani has also urged the appointment of such an envoy ahead of the EU summit, highlighting the need for a single spokesperson to negotiate and present a unified European position. Meanwhile, a US-mediated meeting between Ukrainian and Russian delegations is planned for November 10-11 in Abu Dhabi, just days before the European Political Community summit on November 13.
Domestically, Italy faces political opposition accusing the government of losing influence on the international stage, with some factions calling for an end to military support for Ukraine. Multiple negotiation frameworks remain active, including:
- E3 (United Kingdom, France, Germany)
- A coalition of 37 EU and non-EU countries
- Berlin format (Germany, France, Poland, NATO, G7, EU)
Meloni’s statements highlight the critical need for solidarity and coordination within Europe as the conflict in Ukraine continues to evolve. Italy, aiming to strengthen its role in resolving the crisis, is striving to secure a meaningful place amid numerous ongoing diplomatic efforts but faces criticism for its limited involvement in key negotiation forums. This situation underscores the potential need for the EU to rethink its strategies and enhance cooperation to achieve more effective peacebuilding outcomes.
