Ukraine’s State Budget Proposal for 2027

According to Міністерство соц. політики: The Cabinet of Ministers of Ukraine has presented its draft of the 2027 State Budget to Parliament, featuring a significant increase in funding for the Ministry of Social Policy and social assistance programs aimed at vulnerable populations. The draft allocates 540.3 billion UAH to social policy initiatives, marking a rise of 72.6 billion UAH compared to the previous year.

Expanded Support for Social Programs

The enhanced budget specifically targets aid for:

  • families with children
  • persons with disabilities
  • internally displaced persons (IDPs)
Denis Ulyutin emphasized, "At a time when the majority of state resources are dedicated to defense, maintaining and even strengthening social programs has been challenging. Nonetheless, the social budget remains balanced and ensures the government can fulfill all its social commitments. Those in need will receive the support they require."

This budget proposal reflects the government’s commitment to preserving social stability amid constrained resources largely devoted to the country’s defense efforts. Increasing funding for social programs represents a critical measure to assist vulnerable groups facing hardships caused by the ongoing conflict and economic pressures. The parliamentary approval process will be a key indicator of the government’s ability to uphold social equity and meet its responsibilities to citizens.

In light of the proposed budget, it is crucial to understand the broader context of government financial planning. Recently, the Ministry of Finance has initiated discussions with social partners regarding the national budget, highlighting the importance of collaborative efforts in shaping effective social policies for 2027. This dialogue aims to ensure that diverse perspectives are considered in the budgetary process, ultimately enhancing support for vulnerable groups across the country.
