Kyiv Establishes Energy Security Agency and Allocates 200 Million UAH for Grid Repairs

According to Главком: On February 10, the Kyiv City Council voted to reorganize a municipal utility into a non-commercial enterprise named the 'Energy Security Service'. This new agency is tasked with providing the capital with backup power sources. An allocation of 200 million Ukrainian hryvnias (UAH) has been made for repairing electrical grids and switchboards in residential apartment buildings to support this mission.
Energy Efficiency Enhancement Plan
The approved decision is part of a broader program for enhancing energy efficiency and developing housing and communal infrastructure, which has been amended and is planned for the period from 2026 to 2028. The final approval of this comprehensive program is scheduled for late 2025. Kyiv council deputies supported the initiative, voting 68 in favor.

Furthermore, a decision was passed to provide one-time assistance to residents whose homes have been damaged by shelling-related accidents, effective from January 1, 2026. Aid will be provided in cases of:
- ruptured pipes;
- loss of heating or water supply;
- apartment flooding.
Mayor Klitschko added that Kyiv is procuring autonomous power sources and receiving generators and other humanitarian aid from international partners, which must be used effectively to ensure the city's vital services and resilience. This move comes as Ukrainian cities continue to face significant challenges to their critical infrastructure.
The restructuring of Kyiv's energy management reflects the growing need to ensure a stable power supply, particularly under current security challenges. The creation of the 'Energy Security Service' is intended to enable more effective resource management and a faster response to power-related emergencies. The utilization of international aid and the implementation of resident support programs also demonstrate the city authorities' comprehensive approach to addressing energy security and the stability of essential services for the population.
