Kyiv allocates billions for housing: why only a thousand buildings receive funds

In Kyiv, out of 11 thousand apartment buildings, only a thousand have homeowners associations (HAs) that receive the main budget funds. The other 8 thousand buildings are maintained by communal services or management companies. In particular, 3 thousand buildings are managed by private companies, complicating the process of obtaining funding to improve housing conditions.
Budget funds allocated for housing programs amount to at least 1 billion hryvnias per year. However, these funds are distributed only to a thousand buildings with HAs, and the financing takes place 5-6 times under different programs. This raises concerns among specialists, as co-financing is not always effectively organized, as noted by Oleksiy Kucherенко.
Thus, given the limited number of buildings that have HAs, most residents cannot take advantage of the budget funds to improve their living conditions. This raises questions about the efficiency of the distribution of state resources for housing programs in the capital.
The need for system reform
The situation with homeowners associations in Kyiv indicates the need for reforming the housing management system and funding housing programs. In the context of increasing urbanization and the need to improve housing conditions, it is important to find ways to involve a greater number of buildings in the HA system, which will allow for the most effective use of budget funds.
This, in turn, can positively affect the quality of life of the capital's residents and ensure their needs for adequate housing.
