Kyiv to Invest 7.4 Billion Hryvnias in Major Road Overhaul: Key Projects and Top Contractors

According to Главком: In 2025, Kyiv's municipal road authority, 'Kyivavtodor', and its subordinate entities have signed road repair contracts totaling 7.4 billion hryvnias. Of this sum, nearly 6.8 billion hryvnias is allocated directly to construction work, marking a significant capital investment into the Ukrainian capital's transportation network. This substantial funding underscores a major push to modernize infrastructure following years of conflict and wear. The largest contracts have been awarded to the companies 'Avtostrada', 'Kyivshliakhbud', 'Ukrtranсmist', 'Onur Construction International', and 'Rostdorstroi'.
Major Infrastructure Projects
A key project for 2025 is the major overhaul of Kharkivske Highway, with a budget of 1.3 billion hryvnias. The contractor for this work is LLC 'Group of Companies Avtostrada'. Work on Kharkivske Highway is scheduled to run from autumn 2025 until August 2027. A section from Yuriia Lytvynskoho Street to Bratslavska Street has already been opened to traffic. Construction supervision is being handled by LLC 'Slobozhanskyi Project House'.
Another critical project is the overpass near the 'Chernihivska' metro station, with a major repair budget of almost 1 billion hryvnias. Originally opened in 1967, this overpass's reconstruction will continue until the end of 2027. Author supervision for its repair will be conducted by LLC 'Project Institute Avtostrada'.
Furthermore, the major repair of Valerii Lobanovskyi Avenue will cost 785 million hryvnias, with completion targeted for the end of 2027. This project is managed by PP 'Kyivshliakhbud', a company founded by Odesa City Council deputy Yurii Shumakher. Supervision for the avenue's repair will be performed by LLC 'Slobozhanskyi Project House'.
Plans also include a major repair of the overpass near the 'Osokorky' metro station for 655.3 million hryvnias, with LLC 'Ukrtranсmist' as the contractor. Work on this site will be monitored by LLC 'Slobozhanskyi Project House'. Other significant projects include the repair of Miska Street, costing 501.8 million hryvnias, with LLC 'Onur Construction International' as the contractor.
The top contractors for KK 'Kyivavtodor' in 2025 are:
- LLC 'Group of Companies Avtostrada' - 2.24 billion hryvnias.
- PP 'Kyivshliakhbud' - 1.24 billion hryvnias.
- LLC 'Ukrtranсmist' - 906 million hryvnias.
- LLC 'Onur Construction International' - 687 million hryvnias.
- LLC 'Rostdorstroi' - 661 million hryvnias.
This year's investment represents a record high. For comparison, road repair spending in previous years was 5.8 billion hryvnias in 2021, 561 million in 2022, nearly 4.9 billion in 2023, and 5.2 billion in 2024. The 2025 figure of 7.4 billion hryvnias indicates a marked acceleration in road construction activity within Kyiv.
