Kyiv's Shelter and Evacuation Situation

According to Главком: During the 4th International Summit of Cities and Regions, Ukraine's Interior Minister Ihor Klymenko provided an update on the state of bomb shelters in Kyiv, evacuation procedures, the ministry's operations, and casualties from Russian attacks. He emphasized that despite ongoing threats, no residents sheltering in designated safe zones were harmed during the assault on May 24.

The capital, home to 3 million people, contains over 12,000 residential buildings. According to Klymenko, only half of the population can take refuge in equipped basements. He reported that roughly 1,000 buildings are lost or destroyed each week, and 72 civilians died the week before last.

“If Kyiv residents haven't left in the past few months, they probably won't leave now.” - Ihor Klymenko

Klymenko also noted that 'when missiles and drones are incoming, patrols are unlikely to help.' Russia's Ministry of Foreign Affairs has warned of systematic strikes on defense-industrial facilities in Kyiv. In response, Ukraine's Ministry of Foreign Affairs stated that the threat level remains unchanged. Poland, meanwhile, threatened Russia with consequences if diplomatic missions are attacked, and former Ukrainian Foreign Minister Dmytro Kuleba urged citizens to prepare for potential destruction.

Shelter Access and Emergency Assistance

Residents of the capital can reach emergency services through the following numbers:

  • 112
  • 101
  • 102
  • 103

The 'Diia' portal allows users to locate shelters, while the metro system and Dehtyarivska Street in Lukyanivka serve as key rescue points. New units within the Ministry of Internal Affairs, including evacuation and energy teams, are working to enhance security. Distribution hubs are set up to deploy equipment within an hour to 90 minutes, aiming to improve emergency response times.

Kyiv continues to face a difficult situation due to persistent threats from the Russian Federation. However, the availability of shelters and new Ministry services is intended to reduce risks for the population. Importantly, residents have access to information about shelters and emergency services, which can prove critical in dangerous situations. As military operations continue, readiness for evacuation and protection remains a top priority for local authorities and state institutions.

As the situation in Kyiv evolves, the impact of recent Russian strikes has become increasingly evident, with reports indicating over 40 fires and significant destruction in the aftermath. This highlights the urgent need for effective shelter access and emergency measures, especially as the capital grapples with ongoing threats and rising casualties.
